她說，政府一定要先鼓勵增加綠能；如果要減，一定是先減碳能，而採取「穩健減核」政策應是台灣面對能源危機與困境的決策方向；此外，要訂合理電價，適當反映成本，讓人民珍惜台灣這個小島上的珍貴電力資源。
洪秀柱辦公室發布新聞稿表示，洪秀柱接見加拿大駐台北貿易辦事處代表馬凱琳（Kathleen Mackay），晤談40分鐘，就台加交流及政經問題，包括加入區域經濟整合、能源政策及教育等問題交換意見。
雙方交換加拿大發展綠能但仍保有核能經驗，洪秀柱也向馬凱琳說明兼顧環境保護與經濟、穩定減核立場。
洪秀柱表示，台灣欠缺能源，核能與火力發電是兩大主力，卻因日本福島核災，更增台灣民眾的核能疑慮。第一、第二核與第三核能發電廠將除役，第四核能發電廠被迫封存，火力的碳排放問題越顯嚴重等，都使得台灣面臨嚴重電力問題。
